The Supreme Court in India last Friday warned the states that it should submit a report in a week to ensure compliance with its order against violence and mob assassination in the name of Goraksha. The Bench of Chief Justice of India Deepak Mishra, AM Khanvilkar and DY Chandrachud told states and union territories that if they do not do this, their home secretaries will have to appear personally in the court.

The apex court expressed displeasure over the fact that only 11 out of 29 states and 7 Union Territories have submitted reports in this case. During the hearing of this case, the Center informed the bench that after the decision of the court on the issue of violence in the name of cow protection, the formation of a Group of Ministers for consideration of making laws about the killing of the victim by the crowd has been done.

The Supreme Court was hearing the petition of Congress's leader Tehsin Poonawala. The petition sought to take contempt proceedings against Rajasthan Police Chief, Chief Secretary and other officials, while referring to the alleged violation of the verdict of the Supreme Court in the murder case of Dairy farmer Rakbar Khan in Rajasthan on July 20.

The Supreme Court had on July 17 said that the horrific acts of mobocracy can not be allowed to dominate the law. Along with this, the guidelines were issued in the cases of violence in the name of Goraksha and in the cases of killings by the crowd.

The Supreme Court said that in four weeks, the central and state government implement the court orders. Not only this, commenting on the matter before judgement, the Supreme Court said that this is not just a question of law and order, but the violence of the crowd in the name of cow protection is a crime.

Supreme Court Guidelines
- The crowd can not be allowed to take law into the hands.
- It is the duty of the government to ensure that the rule of law continues.
- No citizen can take law in his own hands.
- Parliament should make laws in this matter and governments should work according to the constitution.
- Government give compensation to victims of crowd.
