In the matter of the death of a college lecturer in Jammu and Kashmir, the police has blamed 23 soldiers of the Indian Army in their investigation. These people belong to 50 Rashtriya Rifles. The state police has sought permission to run a case against the army personnel.
It is alleged that the Lecturer's death in 2016 was due to ruthlessness in the army's custody. Avantipura SSP Mohammad Zahid said, "Two weeks ago the Special Investigation Team had completed the investigation in this case. Chargesheet has not yet been filed. We will need approval for the case against them (army personnel) under the Armed Forces Special Powers Act (AFSPA). In this way I just would not say anything about the final conclusion of the investigation. Let us tell you that Lecturer Shabbir Ahmed Mango (30) died on the night of 17th August 2016.
It is alleged that the army personnel had beaten him in Sharshali village of Pulwama district of south Kashmir, killing him. It was also claimed that the soldiers of the army had beaten the villagers with wooden planks, slabs and rifle butt. According to the villagers, army personnel had entered Shabbir's house. They had brought him out and dragging him, after which they took him with them. The soldiers of Indian Army also took the other 20 young men of the village with Sabbir along with them.
Later that night, three people, including the Lecturer, were taken to the police station by the soldiers of army. Shabbir's condition was fragile, but the police were asking him to take back. He had asked for water, after which he died. Then his corpse was taken to the sub-district hospital of Pampore. CM Mehbooba Mufti ordered the action against the accused people of army on this matter. In the Assembly, the CM had announced that the State Police SIT would investigate the matter.
Police had filed a lawsuit against 23 people of Army in Pampore Police Station under section 364, 302, 307, 447, 427, 120-B of Ranbir Panel Code (RBC) in this case. However, an FIR was filed later on behalf of the army, so that it can be clarified that the people of the army have no hand in Shabbir's death. But it has no special advantage. The facts stated in this FIR lodged by Major of 50 Rashtriya Rifles could not be proved.
