The Comptroller and Auditor General of India (CAG) has lashed the railway for delay in handing over the process, work to the electrification and the completion of it. CAG has said that in order to reduce time in the process of tender, the Railways did not adopt the e-tendering system.
In its report submitted to Parliament on Friday, the CAG has said that it has audited 14 completed projects, 15 ongoing projects and seven new projects for detailed investigation. In its report, CAG said, "Whether or not to electrify a section of the railway, the purpose of saving time is not being fulfilled because the process of proposals and brief estimates are being delayed. For the 24 projects it has been estimated to take 59 months.
The central auditor said, "There is more than 40 percent variation in projects compared to Karepalli-Bhadrachalam, Shakurbasti-Rohtak, Jhansi-Kanpur, Barauni-Katihar-Guwahati and Gunatkal-Kallur."
CAG also mentioned in its report that after incorporating electrification projects in the annual work program, the Railway Board delayed the handing over the projects of electrification to the agencies.
According to the CAG, "In the context of 17 projects of Central Organization for Railway Electricity, 337 days and six projects of Rail Vikas Nigam Limited were delayed of 202 days."
According to the report, "The process of taking 3,177 days to issue tenders for the 27 projects submitted to the Central Organization for Railway Electricity, while the process of taking 915 days to issue 12 tenders for seven projects submitted to the Rail Vikas Nigam Limited."
The CAG said that it is evident from the fact that the process of tender was carried forward without giving any consideration to complete the project on time.
