In the fight against terrorism, India's campaign got a big victory when the BRICS countries on Monday named the Pakistan-based terrorist organizations like Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JEM) Involved in their declaration and called upon them to adopt broad perspectives to deal with all terrorist organizations like them.

It is said that at the eighth BRICS conference in Goa last year, China had opposed the inclusion of Pakistan-backed terrorist organizations in the manifesto.

The Shi'amen Declaration states, "We are on the security situation in the region and the Taliban, Islamic State (IS), Al Qaeda and its affiliated organization Eastern Turkistan Islamic Movement, Islamic Movement of Uzbekistan, Haqqani Network, Lashkar-e-Taiba, Jaish -E-Mohammed, TTP and Hizbul-Tahrir."

The conference was attended by Prime Minister of India Narendra Modi, Chinese President Xi Jinping, Russian President Vladimir Putin, Brazilian President Michel Taymer and South African President Jacob Zuma.

Jaish-e-Mohammad chief Masood Azhar is considered responsible for the fatal cross-border attacks on the Indian Army installations. India had approached the United Nations to declare Azhar to be an international terrorist, but China has repeatedly blocked the proposal. Lashkar-e-Taiba is responsible for the 2008 Mumbai terror attacks. It killed 166 Indians and foreign nationals.

The Shi'amen Declaration condemns all terrorist attacks across the world, including BRICS countries. The declaration said, "All forms of terrorism are condemned. There is no justification for any act of terrorism."

Without the name of Pakistan, the manifesto has said, "We confirm this opinion that anyone who acts or supports or supports it, should be held responsible for it."

BRICS countries say terrorists and those who support it should be held responsible.

In the manifesto, underlining the primary role and responsibilities of preventing terrorism and dealing with it, it was emphasized that there is a need to enhance international cooperation against terror while respecting the country's sovereignty and not interfering in their internal affairs.

The declaration states, "We condemn terrorist attacks, which resulted in the death of innocent Afghan civilians." Need to end this violence immediately. We are committed to provide support to people for the restoration of peace in Afghanistan and national reconciliation under international efforts. We support the efforts of Afghan security forces to deal with terrorist organizations."

The declaration said, "We call upon all countries to tackle terrorism, eliminate extremism, stop recruits in terrorist organizations (including foreign fighters), and to adopt broad approach to stop financing terrorism." They include money laundering, supply of weapons, smuggling of narcotics and other criminal activities, demolition of terrorist bases, preventing misuse of internet including social media through latest information and communication technologies by the terrorists.

In the manifesto, the call for the establishment of a comprehensive international anti-terrorism coalition from the international community and support for the role of the United Nations Coordinator in this context.

The declaration states, "We insist that the fight against terrorism should be in accordance with international law. This includes the United Nations declaration, international refugees and humanitarian law, human rights and fundamental freedoms.

Accordingly, "We call upon the United Nations General Assembly to finalize and present a comprehensive treaty on international terrorism (CCIT)."
